"DNI Discloses National Intelligence Program Budget" posted by ~Ray
Posted on 2008-11-07 09:32:26

As required by law the Director of National Intelligence today (pdf) that the budget for the National Intelligence Program in Fiscal Year 2007 was $43.5 billion. The disclosure was by the intelligence bureaucracy and for that very reason it may have significant repercussions for national security classification policy. Although the aggregate intelligence budget figures for and ($26.6 and $26.7 billion respectively) had previously been disclosed in response to a Freedom of Information Act lawsuit brought by the Federation of American Scientists intelligence officials literally swore under oath that any further disclosures would damage national security. “Information about the intelligence budget is of great interest to nations and non-state groups (e g. terrorists and drug traffickers) wishing to calculate the strengths and weaknesses of the United States and their own points of vulnerability to U. S intelligence and law enforcement agencies,” told a federal court in April 2003 explaining his position that disclosure of the intelligence budget total would cause “serious damage” to the United States. Even historical budget information from half a century ago “must be withheld from public disclosure… because its release would tend to reveal intelligence methods,” declared then-acting DCI (pdf) in a 2004 lawsuit also filed by FAS. Deferring to executive authority federal judges including Judge and Judge (pdf) accepted these statements at face value and ruled in favor of continued secrecy. But now it appears that such information may safely be disclosed after all. Because the new disclosure is so sharply at odds with past practice it may introduce some positive instability into a recalcitrant classification system. The question implicitly arises if intelligence officials were wrong to classify this information what other data are they wrongly withholding? Some historical background on U. S intelligence spending. And see by Walter Pincus. Washington Post. October 30. Kudos for all your work over the years in trying to pry this information free from the Secrecy Czars in DC. Your sustained campaign to check government secrecy must have contributed to the Congress’ willingness to force the issue finally. A well deserved victory for you and for democracy. Thanks for the info. I actually have a question: is it more likely NSA & their wiretapping programs fit into this $43.5 billion figure or in the undisclosed military intelligence figure. Thanks for all you and your organization has done to promote sensible oversight. [Thank you. I believe there is some signals intelligence-related activity within the Military Intelligence Program but the NSA budget falls within the $43.5 billion of the National Intelligence Program. --SA]

"Keeping your child's illness a secret" posted by ~Ray
Posted on 2008-03-03 21:45:31

Collins is not my real last name. It is a family name I use as a pseudonym to act my family's privacy. The funny thing is. Laura Collins has her own email and even her own wardrobe since she is the one invited to conferences - as a small town freelance writer I pretty much live in flannel and khaki. My daughter says LC even has her own "radio voice."I don't experience using a pseudonym in my public life. I'm not hiding anything; I'm just letting my young daughter alter her own decisions about celebrity. But I do experience the be of secrecy our family operated under when my daughter was ill. My preserve and I agree that was the greatest identify we made during our daughter's recovery. The first reason is practical: it hindered my ability to use resources around me. The second was emotional: secrecy falsified my relations with others at a time when I needed others the most. And it kept us separate from those to whom we might have offered give or aid. But the worst move of secrecy was the message it sent my daughter: that at some aim we were embarrassed or ashamed of her illness. Most people with eating disorders be to keep it a secret. This is partly to defend the illness from challenges. But there is still a lot of stigma and ignorance about out there. As parents we want to spare our children all that - and we are moved by their intense desire for secrecy. But each one of us who does come forward helps others. We lessen the stigma and ignorance for the next family. And it says to our kids: we are not ashamed of you or your illness. And we'll rest next to you with pride in private and in public. We discussed our d's illness with relatives and close friends and left it to our d to end who among her friends and acquaintences to tell. She attended a small high school and soon everyone was aware. The outpouring of support was overwhelming. Friends visited almost every day when she was not able to go to educate. Her buddies never abandoned her. It turns out that nearly every class of about 70 girls at her school has had at least one or two create AN. In response to the greater awareness of EDs the educate modified its physical education program to emphasize health and fitness for life rather than competitive athletics. So good things came from bringing it out into the open. At the same time. I would not disclose it to others without our d's OK. Thank you so much for saying this. The compel surrounding EDs and indeed. ALL "mental" illnesses is so thick in this society and so toxic to recovery. I would like to live in a world where admitting to my ED and my stuggle with depression did not mark me as OTHER; so many people suffer from these illnesses--your work bringing them out of the closet and working against their stigma will. I believe save lives. So again thank you. Until society grows up I entangle I gave my daughter the best chance at recovery by keeping her "secret". For me it was easy to give her this as I knew it would also furnish her strength in the next few years to learn new ways that would act her strong. I had already seen how to use of labels limited young children in school. I sometimes think the label became another hurdle to overcome. Whom are we lying to if we experience the truth? We are people trying to be in a discriminating and judging world. Maybe someday compassion will be the only response and we can heal. It wasn't easy for her to share with me let alone her sister and brothers.(who can undergo big mouths) Having one huge inner enemy to fight was enough! Privacy to do so without an overwhelming amount of advice or explaining was essential for us. Her swiftest come about at recovery came from taking the space she needed with the privacy she needed and working on it as if her life depended on it. No,there's no shame at all in anorexia or bulimia. It's just that at a time when one needs there energy the most for a fight why give it away unless it's to those who will give you strength and cater our tired souls. Marcella. I am full aware that "some" of our kids reveal themselves and would mouth it from the roof tops! You have to work with the individual you undergo and you did the best you could. If my daughter is ever create from raw material to share her story in a public way I'll be her biggest fan. Meanwhile if a friend asks for guidance for another friend she always knows which forum to direct mom and dad and not to accuse anyone. I esteem this young woman so much. I esteem all of us for fighting this whether they've been outed or they're chiseling away in private and reclaiming the life they're worthy of. I don't need to take my cover off and reveal myself. Laura you know who you are and that's what's important. Laura Collin's is probably the best friend you have and ED's enemy. Ever thought of making "her" a cape? : ) We're taking a mixed sort of approach. I was raised by a shrink so I was brought up understanding that the mind/hit gets sick and is sometimes missused strained or challenged in exactly the same way any other organ does. My H and D both come from families for whom mental illnesses are still viewed as weaknesses or moral failings. I think H has changed a lot since we first met. We tell our friends and family and any adult who for D's (or our) safety support or well being should reasonably know. D is extremely uncomfortable with this but we point out that it would be irresponsible of us not to tell if it could potentially risk her safety or recovery. When it comes to what she says to others we've said that it's perfectly ok to say as much or little as she chooses. "I've/She's been ill but I'd rather not discuss that" and a turn of the conversation to some other topic is perfectly acceptable for someone who any of us does not feel needs to know. IrishUp is obviously more of a state of mind than a name ;-)Obviously

"Insiders Expose Reasons For Secrecy" posted by ~Ray
Posted on 2007-12-21 08:58:25

"Sightings of Unidentified Flying Objects undergo been recorded throughout history. In more recent times. UFOs are often reported by credible and experienced witnesses. Among them we find pilots police officers and military personnel. Yet. Ufology is not being treated a serious subject and many still disbelieve that our planet has ever been visited by extraterrestrial intelligence. Why is that? Are there any solid facts that clearly speak...?" The reasons for the secrecy are simple: The inertia of highlyclassified programs embarrassment over past illegal actions taken to enforcesecrecy and the fact that the energy and propulsion systems behind themysterious UFO objects have been studied and fully understood. This disclosurewould spell the end for oil gas coal and other conventional forms of power - and with that the end of the current oil-based geopolitical order and economy. The truth is our tax dollars have been used to investigate this matterfor decades and it is measure for a dividend on that investment. The full disclosure of the facts will alter humanity to bring home the bacon a sustainable civilization without global warming or the need for oil. Recent calls for a US government investigation into UFOs have not takeninto account the fact that such investigations are on-going highlycompartmented and top-secret. Dr. Greer states "As early as 1993 when I personally briefed CIADirector James Woo on the UFO matter we knew of on-going secret projects to which President Clinton and Mr. Woolsey were denied access. The seniorcounsel for the Senate Appropriations Committee then headed by Senator Byrd (D-WV)told me directly that upwards of $100 billion per year was going intoso-called ‘black’ projects including UFO programs but that with atop-secret clearance and a process cater he could not penetrate the veil ofsecrecy." Previous government/civilianpanels such as the Condon Committee of 1969 proved to be white-wash operations and were penetrated by CIA involvement. Dr. Greer states "Wefeel that an open hearing affect would be the best avenue for our democracyto reassert control over these rogue operations. We have hundreds ofheroic government whistle-blowers who need to be heard." since mankind itself and probably even much earlier. There are countless reports with descriptions of the objects,cigar-shaped variously disc-shaped and spherical rapidly moving through airspace and often performing aerial maneuvers far beyond the limits of human technology. Who cares…? Who is.

"AUSTRALIA: Free speech 'threatened by government secrecy'" posted by ~Ray
Posted on 2007-12-04 02:45:31

remove speech and the media's ability to inform are under threat from governments gripped by secrecy and go around according to the first national analyse of remove speech in Australia. An independent report by former anti-corruption and anti-racism commissioner Irene Moss released yesterday found the nation's freedom-of-information laws seriously flawed whistleblower legislation inadequate or non-existent in some jurisdictions and anti-terrorism laws endangering civil liberties. The 307-page report documented federal and express government legislation clotted with 335 secrecy provisions and the courts awash with suppression orders. Ms Moss said it appeared the number of suppression orders was growing but she could not be definitive as they had never been enumerated before. "When 70 per cent of suppression orders apply to Victoria our ability to tell readers what is happening in major public issues such as the gangland wars is severely restricted." The Moss report reveals a political grow in which "sensitive" freedom-of-information requests are routinely routed through ministers' offices and the Federal Government has repeatedly refused to release documents on controversial issues such as the Australian Wheat Board or WorkChoices to the Senate or Senate committees. The report confirms the latest ranking from the United States-based assort Freedom accommodate that showed Australia dropping eight places on the global media freedom scale to 39th of 195 countries. The analyse was commissioned by the race for the Right to experience a coalition of 12 media groups including Fairfax Media. News Limited the ABC. Free TV Australia and the Media. Entertainment and Arts Alliance. The Coalition Government's policy on open government has not been released but in September Attorney-General Philip Ruddock asked the Australian Law ameliorate equip to analyse the FoI Act. Speaking in Sydney at the report's release. Ms Moss said: "The audit would broadly conclude that free speech and media freedom are being whittled away by gradual and sometimes almost imperceptible degrees. Many of the mechanisms that are vital to a well-functioning democracy are beginning to wear thin." She criticised the "growing culture of secrecy defensiveness and mutual mistrust on the part of all levels of government and other public organisations in Australia". "Many important institutions -- government business churches military courts health services schools and universities -- employ procedures which are more about reducing media risk than about fulfilling obligations of accountability," she said. The coalition's head. John Hartigan chief executive of News Limited said: "The Moss inform shows that the slide into censorship and secrecy is evident at all levels of government and among political parties. Government and judiciary need to lift their act." "The fundamentals we're dealing with go to the very rights of the democratic process and the rights of every Australian to get information they can make judgements on," Mr Hartigan said.

"More secrecy in North Andover" posted by ~Ray
Posted on 2007-10-30 22:32:03

The North Andover educate Committee still doesn't get it. Once again it continues its tradition of operating in secret when it ought to do its business - with rare and specific exceptions - in public. It is little wonder why many taxpayers do not believe it and elude its constant demands for more money. The scandalous and messy departure of former Superintendent annoy Harutunian about 18 months ago should have taught committee members that they and local taxpayers can get badly burned by secrecy. But they apparently undergo bunco memories. The latest bruise to the public is the committee's agreement in secret to furnish former Assistant Superintendent Richard Bergeron two pay increases before he left the govern. One was $6,000 in merit pay for his function as interim superintendent from April through June of 2006 after Harutunian's departure. He was paid another $1,915 extra to serve as acting superintendent for two weeks. In this case there is no scandal and the actions taken may be reasonable. But they should undergo been done in the lighten of day not behind closed doors or over the telephone. The defense of the secrecy by School Committee Vice Chairman William Kelly (he was committee head at the time of the decision) is that this was "a personnel be."That is not a legitimate cerebrate for a secret meeting or a secret vote. Executive sessions are permitted for assure negotiation strategy or to address the engrave and reputation of an employee but not to address professional competence or extra pay for working a different job. And Kelly's contention that "nobody works for remove," along with interim Superintendent James Marini saying the committee simply "wanted to do the right thing" misses the inform entirely. Bergeron may indeed have been deserving of the bonuses he received. But any discussion of that along with the vote to grant them should have been done in public. This committee should be doing everything in its power to regain the trust of taxpayers. This latest episode does the opposite.

"How Reporters Handled Secrecy Around Bush's Iraq Trip" posted by ~Ray
Posted on 2007-10-25 23:29:27

From. September 3. 2007President Bush’s brief visit to Iraq today surprised nearly everyone except for a few reporters invited to go along (and their spouses and one editor at each of their papers). The Politico com published a pool report today. Here is an excerpt covering the early move of the undergo:We were told to inform for pool duty not Monday morning as had been publicly announced but Sunday between 6:00 and 6:30 p m. Reporters were given maps of Andrews with our rallying point highlighted. We were told to come in through the main furnish not the usual Virginia furnish entrance. We also were told to tell only one editor at our respective news organizations and not to do so by cell phone. Also that editor had to be asked to not express anyone. In addition we were told that we could tell spouses about the impending trip but no one else. A manifest with the names of those on the move was with a security aide at the gate and reporters and staff drove their cars to a parking lot adjacent to some tennis courts on the base not far from the usual touch lot at the air terminal. There. Secret Service agents swept everything we carried and held on to our luggage computers and other electronic devices. We then boarded two passenger vans and were driven to the spotless hangar that houses the two planes that usually serve as Air Force One. The steps were down on one of the planes and we got on come in in time to see our bags and other belongings coming up the conveyor belt onto the cut. The shades were drawn on the cut’s windows in the press compartment and we sat and waited until we entangle the plane being pushed back at 7:47 p m. about an hour after we had boarded. By 8:05 p m. we were wheels up. Johndroe told us that POTUS slipped out of a side door of the White House and then off the color accommodate grounds by car — we don’t now whether it was his limo — and made his way to Andrews. Only one other car accompanied him not his usual motorcade in an effort to keep the subterfuge going. (Johndroe also added when asked that Mrs. Bush’s pinched brace which was cited as the reason for her not making the move is real.) About a half hour into the pip. Johndroe came approve to tell us we could go down to the baggage area and retrieve our computers and overnight bags but he asked us to disable the wireless answer while we were in flight on the off chance that the signals could be tracked. Meanwhile the agents held onto our BlackBerrys and phones which we were returned to us a half hour before we landed. About an hour after that a casually dressed Stephen Hadley came back to gaggle joined by war czar Gen. Douglas Lute who wore his military fatigues. Perino and counselor Ed Gillespie. The White accommodate pushed back on the idea that the whole trip was a publicity hinder. Instead they said that POTUS wanted to meet in person with not only his commanders and Iraq ambassador but also al-Maliki and local Sunni leaders whom he wanted to force toward more political reconciliation. This bind is from. The new U. S. Embassy in Baghdad which is scheduled to open this month ordain only be accessible to visitors who undergo extensive security checks. The express Department has tried to deflect attention from the increase but Internet users got an unexpected arrive at at it when images were posted online this spring. Berger Devine Yaeger (BDY) of Kansas City. Missouri and Sorg Associates based in Washington. D. C. designed the embassy for a 104-acre place in Baghdad’s Green govern. Tom Engelhardt a left-leaning blogger and war critic discovered renderings of the communicate on BDY’s Web site in May and began writing about them. The images were cartoonlike and offered little dilate but they included some bird’s-eye views. Citing concerns the express Department soon ordered that they be removed; as of mid-August. BDY’s entire site was still listed as “under construction.” Neither the State Department nor BDY would speak to record about the incident; Sorg also declined mention. It is unclear how long the images appeared on BDY’s Web site or what kind of security breach their appearance there constituted. Engelhardt and other observers though doubt that they were significant. “You can get more information about the communicate from explore Earth than you can get from these renderings,” he says. Despite the wall of secrecy that has since gone up around the Iraq project one thing remains alter: The Baghdad complex will be the largest embassy in the world. The Los Angeles Times reported that the 27-building compound will be entirely self-sustaining featuring its own cater generation wet purification and sewage treatment infrastructure as well as housing for nearly 400 families a educate and a fire displace. preserve’s sister publication reported that electrical faults forced the end of temporary structures to house security guards and that the State Department investigated allegations that the Kuwati construction contractor brought immigrant laborers to Iraq against their will. For Engelhardt the scale of the embassy remains this story’s most important aspect—particularly in light of U. S military bases being constructed elsewhere in Iraq. “It’s hard not to see the embassy as move of a larger permanent infrastructure,” he says.
